To make the depositors feel convenient to withdraw money at anytime anywhere and do other paying business as well as integrate with international norms, ATMs are commonly used in every bank. Among them, some are indoor and some are outdoor. They provide depositors 24-hour service which is highly prized. With the increasing number of ATMs and the extending application range, many disputes and financial crimes on ATM are also becoming more. Various kinds of destructions on ATMs happen frequently. Therefore, how to protect the safe use of ATMs, protect cardholders and banks’ benefits and prevent all kinds of ATM crimes are very urgent problems.

To maintain bank’s image, guarantee the reliability of ATMs and protect ATMs as well as properly solve the disputes, it is an imperative job for banks to install surveillance system on ATMs

For the surveillance solution of ATM, we have made an integrated observation about the use of ATMs. Based on current development of science and technology and combining years of ATM technology service experience and installation features, fully analyzing existing and possible crimes and considering the disposition of disputes, we think that ATM video surveillance alarm system should develop towards digitalization, centralized networking. This surveillance mode with high starting point and perspectiveness is more suitable for the rapid development of bank ATM business. It also has very realistic significance in some aspects, for example, to strengthen the ATM management; avoid wasting of investments and to guarantee the safe use of ATMs.


1.2 Purpose
We think that bank ATM video surveillance alarm system should achieve the following goals:


1. To prevent financial crimes and guarantee the normal and safe transaction on the ATM;
2. To help the administrators to keep track of the working condition timely and accurately;
3. To prevent any destructions on ATMs and to protect banks’ benefits;
4. To reduce the disputes between banks and cardholders;
5. To record the video data about people using ATMs and prevent using stolen cards;
6. To protect the safe of credit card accounts;
7. To provide reference for ex-post analysis and collecting evidence.


2. Brief introduction of ATM video surveillance system solutions

In the surveillance system, the storage of the video images is a very important part. In the traditional surveillance system, video recorders are commonly used which used video tapes as the medium to record video images. In this way, some defects are inevitable, for example, frame dropping is very serious; video tapes cost too much; it is very difficult to do the search, backup and remote transmission; video recorders often need to be upgraded and maintained. However, by using the digital video storage technology, all these problems can be easily solved. Here, we want to put forward a digital surveillance solution released by our company.

Digital surveillance system is an integration of the latest new technologies such as multi-media, image processing and computer. It uses the latest image digital processing technology to transform the analog signals into digital signals and store the audio and video signal in the hard disks of computers in the way of data stream at the same time when the moving images are displayed on the screen. It can achieve the surveillance, recording and playback of the audio and video signal. It washes out the analog recording method which mainly used video recorder and video tapes and huge controlling equipment in the analog surveillance system. It doesn’t need any manual operation.

1. It must clearly capture cardholder’s front image and the whole operating process of withdrawing;
2. It must clearly capture the process of banknote output;
3. When the ATM’s under attacking, it must capture and record the process and raise the alarm at the same time;
4. Key monitoring targets: surrounding environment, cardholders and banknote output feed;
5. Recording: to record normal working conditions and exceptional alarm data;
6. Alarm management: to provide perfect alarm input processing function and achieve linkage alarm output;
7. Storage requirements: to store all the image data and exceptional warnings over months (depending on the capacity of the hard disk).
8. Data enquiry: to provide convenient enquiry function that depositors can inquire according to time, event and card number.

Technical requirements of remote terminal

1. Remote surveillance: the administrator can check the live situations in the center at any time;
2. Remote management: it is easy to extend remote networking centralized control;
3. Alarm management: it can check all ATM alarm events according to place and time and auto respond to the ATM alarm;
4. Image enquiry: it can inquire all the stored images according to place and time.
