It pointed out that by 2011, the total investment of 3G construction will be 40 billion Yuan, 3G base station will over 0.4 million and 3G users will amount to 0.15 billion. However, since 3G license was issued in the beginning of 2009, Chinese telecommunication enterprises’ 3G investments were only 16 billion. The report issued by MII and other 8 ministries and commissions stated that by 2011, 3G network should cover all cities above the prefecture level and most counties and towns and main subway and scenic spots, etc.
