1. ATM surveillance program demonstration
With the increasing use of the ATM and the extending of its application range, all kinds of ATM crimes occurred, especially from the year before, some big cities like Beijing, Shanghai, Nanjing, Shenzhen, Fuzhou happened tens of crimes which used ATMs to steal money. Meanwhile, similar crimes and various of nasty incidents of attacking the ATMs turned up across the country and spread rapidly. How to protect the safe use of ATMs, reduce the disputes between banks and customers, and protect the benefits of banks and customers as well as to prevent various of ATM crimes are all very urgent problems.
1.1 Demands
To improve the service quality and promote banks’ image and save the personnel expenditure, large amounts of ATMs are put into use in specialized banks. But as a 24-hour unattended outdoor precision instrument, it still has some pitfalls. We have made an integrated observation about the use of ATMs in each industrial bank. It is found that ATM crimes and disputes between banks and customers have such forms:
?1. The depositors cannot be guaranteed
?2. Whether the banknote output feed can output the banknotes； whether the cardholders withdraw any money；
?3. The banknote output feed is transformed on purpose；
?4. ATMs are damaged, knocked, scribed or excavation entirely；
?5. Criminal gangs use ATMs to deposit, withdraw money or transfer accounts illegally；
?6. The use of fake cards and stolen cards.
1.2 Purposes
ATM Surveillance Technology Department and Research and Development Department of Yuantuo Tech think that the ATM surveillance alarm system should achieve the following goals:
1. To prevent financial crimes to guarantee the normal and safe transaction on the ATM；
2. To help the administrators to keep track of the working condition timely and accurately；
3. To prevent any destructions on ATMs and to protect banks’ benefits
4. To monitor the operator’s whole operation process such as plugging in the card and card information, inquiry, withdrawing, counting banknotes and removing card by the video.
5. All the states can communicate with the ATM directly.
6. To provide some ex-post analysis materials for incidents；
7. It is connected with the Internet with centralized control and hierarchical Control.
1.3 Program requirements

1. To capture the customer’s facial features and withdrawing process and record the whole transaction process.
2. To capture the working state of banknote escorts and monitor the banknote output process；
3. It can be transmitted and controlled through the network and the alarm image can be uploaded directly；
4. It uses the latest compression algorithm to guarantee that the video data can be kept for 2 months；
5. To monitor the DVRs of all outlets through LAN or WAN/Internet.
1.4 Design principles
We have made an integrated observation about the use of ATMs and on the basis of the specific conditions of current development of technologies and science as well as technology strength of bank itself, Yuantuo thinks that ATM surveillance alarm should develop towards digitization and centralized surveillance. This surveillance mode is of high starting point and perspectiveness. It is more suitable for the rapid development of bank ATM business. It also has very significant meaning in the aspects, for example, to strength the ATM management； avoid wasting of investments and to guarantee the safe use of ATMs.
Due to the particularity of ATM surveillance, we think that single system should be used rather than combine the ATM surveillance with teller surveillance. Single system has the special function that can achieve the banknote output feed recording, surrounding environments and cash box recordings according to the working features of ATMs. It can make the surveillance function more inclusive and the protection more comprehensive.
In light of several years’ experiences on security, fully analyzing the existing and possible crimes and considering the disposition of customers’ complaints, we achieve the technical requirements of ATM surveillance alarm system:

Digitalize storage of all images
The early surveillance equipment used video tapes which have many disadvantages, for example, the image quality is very poor； video tapes can’t be stored for a long time； it cant do the long-distance transmission； maintenance cost is very high, etc. with the development of science and technology, digital technology has been widely used in every field. Image digital processing is also the mainstream of the modern world.
Long term storage of the images
The early surveillance equipment has the time problem on image storage. When stored for a long time, the tape would be degaussed, which has bad influences on image quality. The DVR using MPEG1 and MPEG2 as the core algorithm has the problem of occupying too many hard disk capacities. If it needs to be stored for a long time, much more funds are needed. As the financial crimes are becoming concealing, trans-regional and highly intelligent, it is very essential to keep the image data stored for a long time. HRC-168 with new algorithm MPEG4 released by Yuantuo has a higher compression ratio of H.264, 10.4 inches HD LED and 320G hard disk which can achieve 24-hour continuous recording for 2 months and the external alarm can store the data for 6 months. Therefore, it can not only save money for banks but also meet the updating needs of bank’s security.
Perfect alarm functions
The installation environment of ATMS is very complex, which means crimes and customer complaints on ATMs are various. Therefore, the perfect alarm functions are required to record the on-site image timely and accurately without wasting capacities and take emergency measures on all kinds of crimes. After the front-end of the ATM raises the alarm, the alarm center will also trigger the audible and visual alarm in 3-5 seconds and then deal with it in time.
Flexible and convenient working modes can adapt to different types of ATM equipments.
It uses the digital recorder with video switch function which can do the intelligent switches among different recorders and record the surrounding environment and the whole withdrawing process and then store the video. The storage space is reduced which can achieve the goal to save cost and ensure the image quality. Meanwhile, it can be combined according to the switching ways, and thus to have different working modes to adapt to different working environments.
Images of PIN pad area is not recorded to protect personal privacy.
The embedded host can guarantee that the images and functions can’t be edited. The function is of high reliability. The particular PIN pad shielding function is in accordance with the requirements of People’s Bank and bank’s aims which is to provide customers high-quality services.
It is a long-term work to set up a safe ATM withdrawing environment and protect depositors’ benefits. From the management level, regulations should be set up and perfected. Moreover, to improve the prevention ability of the products from the technical level is also required to ensure that banks and customers’ benefits will not be harmed.
