Something behind ATM monitoring failure

Since reform and opening up, with the development of social economy and the increase of financial service requirement, as an important logo of modern financial service, ATM has been widely popularized and applied in all commercial banks in China, thus making contributions to servicing the public and developing financial service.
But in recent years, against the backdrop of China threat theory, there are more and more ATM crimes in China. The crimes on ATM appear endless. From geographic point, there is a trend from south to north to the whole country, in some extent it has become the hotbed and new stage for criminals, seriously constraining further development of financial reform. Though banks, the main management department, have taken a series of security measures, the effectiveness is very small. Faced with increasingly complex financial environment and all domestic and abroad risks and challenges, recently, Yang huanning, the vice minister of public security, has noted that “we must firmly grasp the initiative in the struggle against enemy, strictly prevent and crack down hostile forces both at home and abroad and do our best to know and prevent in advance to fight against the enemies before they act.” As we all know, domestic and foreign hostile forces never hope the peaceful rising of China, instead they try to constrain the rapid development of China in political, military and economic fields. Especially that China stands steadily and gets opportunity in the new global financial crisis, thus becoming the global economic growth engine. The stable and orderly financial situation achieved by all Chinese efforts makes hostile forces angrier. International and domestic anti-China forces do not only publish anti-China remarks but also turning to practical action. They continuously create barriers and conflicts in various fields. In financial area, they attempt to delay and constrain the development of China through disrupting the normal financial order and destroying the sound financial situation.
We have enough evidence to believe that there is black power behind domestic and crazy ATM crimes. They are fueling financial crimes in an organized and premeditated manner. Yang huanning emphasized that public security department must enhance their political sensitivity and discernment, and master threatening information. They must trace the source and find the black power behind financial crimes.
To smash the conspiracy of all hostile forces, both at home and abroad, ministry of public security, CBRC, SAIC and all commercial banks have deployed special fighting against ATM crimes. They solved some cases and frightened criminals. In implementation process, ATM monitoring system installed in the bank played an important role, especially the ATM monitoring system with the function of vibration detection warning, fully showing the strength of technology prevention.
Of course, there are some defects in the action. The ATM monitoring systems in some places are weak. In some places, there are only video and record functions without basic alarm detection, thus the vulnerability is great. Often some monitoring systems even come into death and failure. The vigilance of ministry of public security and management department of banks in some places is still weak, thus becoming high-incidence area of crimes. There are still some problems in ATM security awareness of different banks in different places.
Faced with complex financial environment, on the one hand, we should strengthen risk awareness and enhance the construction of ATM security. Meanwhile we should replace slick monitoring program with practical security measures and change from passive beaten to active prevention in thought. Also we are hurry to upgrade monitoring equipment and fully implement civil defense, physical defense and technical prevention to enhance the overall prevention and control effectiveness of banking, thus making contribution to hitting financial crimes, maintaining financial order and smashing the conspiracy of all hostile forces.
