Anti-shooter technology moves toward integrated school emergency response
Anti-shooter technology is increasingly being discussed as part of a wider school safety strategy rather than a standalone solution.

Anti-shooter technology is increasingly being discussed as part of a wider school safety strategy rather than a standalone solution. For schools, the value of these systems lies less in the technology itself and more in how quickly they help staff understand what is happening and respond with accurate information.
 
Timothy English, Managing Director, Security Solutions, Acoem ATD, said anti-shooter technology should be considered as a single component within a comprehensive school safety plan.

“Anti-shooter technology should be treated as one layer in a broader school safety strategy, not as a substitute for planning, training or human judgment,” English said.
 
That view is echoed by Adam Lowenstein, Product Director, i-PRO Americas Inc., who said no technology can replace strong policies, trained staff, secure entrances, visitor management, access control, emergency communications and coordination with public safety partners.
 
“Anti-shooter technology should be one part of a broader safety strategy, not a standalone answer,” Lowenstein said.

Reducing delays during response

Both companies point to response time as the main area where technology can make a difference.
 
English said technology should detect credible threats quickly, provide accurate location information, present relevant video and help security teams communicate clearly with administrators and first responders.
 
“It should support decisions, not make every decision automatically,” English said.
The practical aim is to prevent operators from losing time during the first moments of an emergency. If an incident occurs, security staff should not have to search through multiple camera views or depend on late witness reports before deciding what to do.
 
“The system should bring the most relevant information forward immediately so trained people can act with confidence,” English said.
 
Lowenstein made a similar point. In an emergency, staff do not have time to log into multiple platforms, search for the right camera, notify every stakeholder manually or guess where responders need to go.
 
“Integrated systems can automate parts of that workflow so staff and first responders can focus on decisions rather than system navigation,” Lowenstein said.

Keeping people in the loop

The growing use of automation in school safety creates a difficult question for integrators and school administrators: when should a system trigger action automatically, and when should a person make the final decision?
 
English said this is especially important for lockdowns. In some cases, an automated trigger may make sense for a specific facility or a defined procedure. But schools need to be careful, because a poorly timed lockdown could leave people on the wrong side of a door or create new safety risks.
 
“In many cases, the better approach is to put a human in the loop, supported by the best possible real-time information,” English said.
 
For integrators, this means anti-shooter technology should be designed around response workflows, not just detection. A system may need to show the location of an incident, bring up relevant video, help staff communicate with responders and support the school’s own emergency procedures.
 
The goal is not to automate every decision. It is to help trained people make faster and better-informed decisions.

Classroom response and privacy

Lowenstein cited i-PRO’s ClassSecure as an example of this kind of workflow-based approach. The system is designed to give teachers a simple action during an emergency: press a button for help.
 
Behind the scenes, the system can activate a privacy-protected classroom camera, send alerts, provide location information, share live video and audio, and coordinate with access control and mass notification.
 
Lowenstein said technology only works if people know how to use it. Schools still need drills, clear escalation procedures, defined roles and after-action review.
 
“One of the benefits of integrated systems is that they can also provide incident documentation, showing what happened, when alerts were triggered, who responded, and where workflow gaps may exist,” Lowenstein said.
 
That documentation can help schools improve training and procedures over time.
Privacy remains an important part of the discussion, especially when cameras are placed in sensitive spaces such as classrooms. Lowenstein said schools need safety tools that do not feel like constant surveillance.
 
He said ClassSecure keeps the classroom camera in Privacy Mode unless an alert is triggered. This gives schools live situational awareness during an emergency without making continuous classroom monitoring the default.

Broader use outside the US

Although anti-shooter technology is often associated with the US school market, both English and Lowenstein said the same underlying ideas can apply elsewhere.


English said that even in regions where school gun violence is less common, the need for fast and accurate emergency response remains. The technology should be adapted to the local threat model, campus layout and school operating procedures.
 
“The broader workflow has value in many environments: detect a high-risk gunshot event, locate it quickly, present visual confirmation, and help the response team act with better information,” English said.
 
He added that guns are also used to damage critical infrastructure such as power transformers, making detection relevant beyond direct threats to people.
 
Lowenstein said outside the US, the terminology may change, but schools still need faster ways to detect, communicate, verify and respond to threats. These may include knives, intruders, fights, medical emergencies, civil unrest, perimeter breaches or other safety incidents.
 
Panic buttons can be used for classroom emergencies beyond active shooter events. Video analytics can help identify people entering restricted areas, unusual movement, loitering or objects left behind. Access control can support lockdowns or controlled evacuations, while mass notification can send instructions to staff, students, parents and first responders.
 
Lowenstein also pointed to outdoor radar and PTZ camera integration for monitoring perimeters, athletic fields, parking areas and remote parts of a campus.

Integrating detection and response 

For schools and systems integrators, the main message is that anti-shooter technology should not be treated as an isolated tool. Detection is only useful if it connects to verification, communication and action.
 
English said the value comes from integrating detection, video, communications and response protocols into a coordinated safety strategy, whether the school is in the US, Europe, Asia or elsewhere.
 
Lowenstein described the larger trend as integrated emergency response.


“Ultimately, the value of these systems is not limited to one threat category,” Lowenstein said. “The more important trend is integrated emergency response: connecting detection, confirmation, communication and action into a workflow that helps schools respond faster and with better information.”
 
For integrators, this shifts the discussion from individual products to operational design. Schools need systems that match their procedures, support staff under pressure and provide enough context for fast decisions. Anti-shooter technology can play an important role in that strategy. But its effectiveness depends on how well it works with people, policies and the rest of the school security environment.
