Home to more than 28,000 students and over 2,000 faculty members and staff, ITS Surabaya operates like a self-contained city. Every day, departments and facilities are busy with a constant flow of people, vehicles, and activities. It’s a very large campus and as the university has continued to grow, so has the need for a more connected way to manage its environment. That’s why the university’s leadership team wanted to create a unified system that could help them work more efficiently. They looked for better ways to keep track of their existing devices, streamline monitoring across locations, and ensure that important video and access records could be retrieved quickly.
They also needed a more reliable approach to manage internal road traffic so they could encourage safer behavior, such as wearing helmets and driving responsibly. Improving parking security was another important requirement, especially for motorcycles—one of the most common modes of transport on campus. The university sought a system that could automatically verify both the rider and the vehicle through combined authentication.
And as a modern institution, ITS aimed to strengthen attendance and access control management for faculty and staff. They hoped for a faster, more secure authentication experience that removed the weaknesses of card-based systems and earlier app-based attendance methods. The goal, then, was straightforward: create a smarter, integrated campus where technology supports safety, efficiency, and smooth daily operations.
A unified and intelligent system that connects the entire campus
Working with system integrator Visiniaga, ITS Surabaya has deployed a Hikvision solution that brings together access control, traffic management, vehicle access control management, and video security into a unified platform managed from a central command center.
Fast and secure access control now starts with the deployment of 76 Value Series Face Access Terminals (DS-K1T344MFX-E1S) across administrative buildings and entrance points. These terminals verify users in less than 0.2 seconds, with an accuracy rate above 99%, ensuring quick entry while improving attendance reliability. The facial authentication also helps eliminates issues linked to lost ID cards or fraudulent check-ins.
To improve road safety, ITS installed ten Radar-Assisted ANPR Cameras (iDS-TCM840/A-1S(3m/24V light)(O-STD)) across main internal roads. These cameras combine license-plate recognition with radar-based speed detection. When a vehicle exceeds the 40 km/h limit, the system automatically captures the violation and sends a notification to the driver through the university’s digital platform. Operators can also make voice announcements through the integrated paging system—either manually or triggered automatically by AI detection—to remind riders to slow down or wear helmets.
The solution also helps modernize parking security. By combining face recognition for riders via 42 Series Barrier Gates (DS-TMG840/A-1S(3m/24V light)(O-STD)) with license plate detection for vehicles with ANPR cameras, the system only opens gates when both elements match. This combined verification enhances security and reduces the risk of theft, giving the campus a more reliable and traceable entry system.
For overall campus security, ITS has deployed four TandemVu 8C Series 4 MP 42X DarkFighter Network Speed Dome Cameras (DS-2SF88C442MXG1-ELW/14(F1)1S). Mounted on the tall buildings, these cameras provide long-range, multi-angle views and support an Augmented Reality (AR) interface. The AR dashboard displays a live, interactive campus map on the video wall at the command center, enabling operators to zoom into scenes, switch perspectives, and locate incidents instantly.
The entire system runs on the HikCentral Professional platform, which integrates seamlessly with ITS's existing MyITS application through open APIs. This integration enables automatic synchronization of attendance records, license plate information, and eventually traffic violations.
Safer roads, smarter operations, and seamless campus management
The improvements across the campus have been immediate. Motorcycle theft risks have dropped significantly thanks to the dual-verification parking system. Speed violations have decreased as well, supported by automatic alerts and real-time reminders. Meanwhile, the face recognition attendance system eliminates previous issues with fraud, while staff members now appreciate the speed and convenience of the new terminals. Accurate attendance records have also simplified administrative processes for department managers.
"These improvements reflect our commitment to building a truly safe and intelligent campus environment," says Prof. Bambang Pramujati, President of the university. That vision is particularly evident in the command center, where the AR dashboard has become invaluable for campus oversight. Security personnel can quickly assess situations across the entire campus, zoom in for detailed views when needed, and coordinate responses effectively.
"The unified platform gives us a level of situational awareness we never had before," notes Bagus Jati Santoso, Director of Technology Development and Information Systems. "This strengthens ITS's vision as a smart campus—where security cameras, parking gates, and data from the MyITS application all work together seamlessly."
ITS Surabaya's implementation demonstrates how AIoT (AI-powered Internet of Things) technologies can enhance university operations.
