ST Electronics Awarded $38 Million Contract from Singapore Police Force

ST Engineering announced its electronics arm, ST Electronics, was awarded a contract worth about US$37.8 million by the Singapore Police Force (SPF) to provide a Third Generation Command and Control (C2) System. Work on the project begins in November and is expected to be completed by first quarter of 2012. The contract is awarded to ST Electronics' wholly-owned subsidiary, ST Electronics (Info-Comm Systems).
ST Engineering announced its electronics arm, ST Electronics, was awarded a contract worth about US$37.8 million by the Singapore Police Force (SPF) to provide a Third Generation Command and Control (C2) System. Work on the project begins in November and is expected to be completed by first quarter of 2012. The contract is awarded to ST Electronics' wholly-owned subsidiary, ST Electronics (Info-Comm Systems).

ST Electronics will utilize state-of-the-art technologies to further enhance the SPF's operational efficiency and responsiveness to incidents and emergencies. The Third Generation C2 System will assist operators at the Ops Centre to more effectively and efficiently create and manage incidents through smart functions such as auto-filling of fields, quick addressing and duplicate incident filtering before cases are automatically routed to the appropriate officers for appropriate action.

The new C2 system will enable “Drag-2-Deploy” and “Click-To-Talk” functions provided on a Geographic Information System map that allows operators to easily deploy resources and communicate quickly with frontline officers. The C2 system will also recommend the resources available to operators, for deployment based on the type of incident involved.

Frontline officers who respond to incidents will be provided with portable devices that are equipped with Global Positioning System (GPS), barcode scanners and high resolution color cameras. On-site pictures, video and case updates will be transmitted via these portable devices to provide instantaneous ground information to officers at the Ops Centre, enabling them to make more informed decisions. The devices are able to capture incident locations as well as the routes taken by the frontline officers to facilitate other officers to reach the scene within the shortest time possible.

The C2 system is designed with a modular system architecture approach which provides for future expansion and integration with other systems.

ST Electronics has built strong references in providing large-scale mission-critical systems with government agencies such as the Ministry of Home Affairs, Singapore Civil Defence Force and Land Transport Authority as well as commercial customers such as ComfortDelGro.

This contract is not expected to have any material impact on the consolidated net tangible assets per share and earnings per share of ST Engineering for the current financial year.
