Vietnam introduces new regulations for IP cameras; resource download available

Being networked devices, IP cameras are subject to cyber threats and attacks. Examples include baby cams being hacked by intruders who captured the video of a mother breastfeeding her baby. Also, IP cameras and NVRs being planted with malware have been used as avenues for DDoS attacks. The fact that Trend Micro had blocked five million cyberattacks against IP cameras in just five months speaks volumes of the security challenges facing users and vendors alike, in this connected age of IoT.
 

Vietnam not exempt from cyber-threats against IP cams

 
Part of the global Internet community, Vietnam is not exempt from cyber-threats against IP cameras. The country’s Department of Information Security under the Ministry of Information and Communications, or MIC, recently reported that over 800,000 surveillance cameras in Vietnam were found publicly streaming images online. About 45 percent of these devices contained security vulnerabilities, making them susceptible to hacking, data theft and other breaches. On social media, hundreds of online groups have emerged selling hacked surveillance footage, with membership fees ranging from US$8 to $40.
 
Recognizing the growing threat, Vietnam has already implemented a series of measures over the years to make IP security devices more secure. In 2021, for example, the MIC introduced a list of basic cybersecurity requirements for consumer IoT devices, including surveillance cameras. In May 2024, MIC issued a set of security criteria for IP surveillance cameras, outlining safety guidelines for manufacturers, importers, and users.
 

New requirements dictating how IP cams should be secured

 
However, the Vietnamese government has realized that voluntary compliance was insufficient; a mandatory national regulation is needed. That said, On December 31, 2024, MIC officially issued a directive, QCVN 135: 2024/BTTTT, which dictates that, effective January 1, 2026, all imported and domestically produced IP cameras must meet strict security standards before they can be distributed or used in Vietnam. Specifically, IP cameras must comply with 11 key requirements including unique password initialization, secure data storage for sensitive user information, and encrypted communication channels to prevent interception.
 
The regulation will be implemented in two phases. Trial application has begun Feb. 15 for compliance testing and certification. Then, effective January 1, 2026, full enforcement will be implemented, requiring all IP cameras in Vietnam to comply before they can be sold or used. According to cybersecurity experts, once fully enforced, the regulation will significantly reduce hacking risks and enhance national security.
