Transportation Secretary Joseph Emilio Abaya said there are still issues being ironed out for the North and South terminals.

Abaya said the South integrated transport terminal, which has already received approval from the NEDA board, may be bidded out within the first half of 2014.
Abaya said the North integrated transport terminal is likely to face even more delays, since it has not even been submitted for approval to the NEDA Board.
The DOTC chief said there has been no decision yet on the site for the North terminal. There are proposals for the terminal to be located next to the Ayala-owned Trinoma Mall along North EDSA; Philippine National Railways property in Caloocan; or even the University of the Philippines (UP) property in Diliman.

Despite the delays, Abaya is still hopeful the North terminal will be bidded out within the year.

These integrated transport terminals will connect passengers coming from outside of Metro Manila to urban transport systems such city bus, taxi and other public utility vehicles.

The terminals will have a passenger terminal building, arrival and departure bays, public information system, ticketing and baggage handling facilities and park-ride facilities.
