To improve road connectivity for the huge island of Java, the Indonesian government is planning to build a toll road above the sea from capital Jakarta in the western part of Java to Surabaya in the east. Both cities are centers of industrial production and driving forces behind economic growth.

The toll road will be 775-kilometer long and will connect Tanjung Priok harbor in Jakarta to Tanjung Perak harbor in Surabaya. Construction is expected to be undertaken by a consortium of 19 state-owned enterprises, at a cost of about US$13.3 billion. A feasibility study will be conducted soon and shall take three to six months before the results can be presented to the government.

A toll road above the sea is not new to Indonesia, as the Bali toll road, costing about $210 million, was officially opened in September 2013. The road helps relieve busy traffic around Ngurah Rai Airport, the most popular access point for visitors and tourists to the nation.
