The Clark International Airport will likely start the construction of a new terminal, worth US$1.7 billion, in July 2014. According to Victor Jose Luciano, Airport President and CEO, the terminal is to be completed by the second quarter of 2016. He indicated that the government may fund the project or place it under the new public-private partnership program.

Transportation Secretary Joseph Emilio Abaya highlighted that the new terminal will anticipate and accommodate passenger growth. The airlines expected to benefit from the new construction include Cebu Pacific, Air Asia of Malaysia, Jin Air of South Korea, Tiger Air Philippines, Asiana Airlines of South Korea, and Dragon Air of Hong Kong's Cathay Pacific.

The terminal has been designed to accommodate 5 million passengers annually, while the volume of passengers through Clark reached 1.3 million in 2012.
