The expansion of the Mactan-Cebu International Airport is one of the infrastructural projects under a public-private partnership in the Philippines. The bidding was moved to Nov 15, following an overhaul of concession agreement, which is now being revised by the Department of Transportation and Communication after consultations with seven prequalified groups for bidding.

The seven groups are:
* Metro Pacific Investments and JG Summit Holdings (joint venture) and Aeroports de Lyon
* AAA Airport Partners (joint venture of Ayala Land and Aboitiz Equity Ventures) and ADC & HAS Airports
* Filinvest and Changi Airports Mena
* San Miguel and Lucio Tan Group, and Incheon Airport International
* First Philippine Airports (consortium of Lopez-led First Philippine Holdings and Infratil Asia)
* Henry Sy's Premier Airport Group and Zurich Airport International
* Megawide Construction and GMR Infrastructure

Issues regarding the commercial, design and technical aspects of the project are raised and discussed, and the department is seeking approval from National Economic and Development Authority for the proposed changes to the project terms:
* Increase the concession period from 20 years to 25 years;
* Transfer responsibilities of operation and maintenance from the grantors to the concessionaire;
* Allow for flexibility in augmenting capacity;
* Share liability on Real Property Tax;
* Prohibit competing airports for three years from 10 years or when passenger traffic reaches 15 million per year, to 20 years or when passenger traffic reaches 20 million per year, whichever is later
