End User:
The province of Mendoza is located in west-central Argentina and it is divided into 18 departments. Along with San Juan, San Luis and La Rioja, constitutes the region of Cuyo.
With a territory of 148,827 km2, Mendoza is considered an important location for tourism. The wine and fruit production are considered its main activities.
Business Objective:
In order to help the police with the prevention of crimes, the government of Mendoza decided to install a video surveillance system for the prevention of felonies and discourages antisocial behaviors. The aim of this project was to promote social welfare and act quickly in the presence of dangerous situations.
In recent years, a CEO (Centre for Strategic Operations) was created in order to permit the coordinated work of the police, the firefighters and civil defense.
Solution:
The project was divided in five stages. The first one was carried out in Mendoza (city), accesses and interprovincial posts. It included a video surveillance system, civil construction for the installation of 100 cameras, between domes and IP cameras, display centres and connection service.
The second stage included 250 cameras, six display centres in Lavalle, Maipú, Las Heras, Guaymallén, Godoy Cruz and Luján and control posts.
The third stage is still in process and will activate 100 cameras and three display centres in Alvear, Malargüe and San Rafael, where it will operate the South CEO.
The fourth stage will contain 80 cameras and three display centres in Tunuyán, San Carlos and Tupungato.
Finally, the last stage will contemplate 100 cameras and four display centres in Rivadavia, Junin, Santa Rosa and La Paz.
Result
The total investment for the first stage was of USD 8,2 million, while the for the second stage was USD 22,6 millions. This project required a specific structure, including a high capacity data network with fiber optics of 1 Gigabit. The setting-up stage was in charge of Arlink.
Moreover, an Intelligent Video Analysis (IVA) was install in order to help operators to stay focused as IVA detects, tracks, and analyzes moving objects while suppressing unwanted alarms from spurious sources in the image. Thus, allows the optimization of research and monitoring of certain characters, objects or sequences. The video surveillance system allowed more than 900 procedures, and more than 1,300 people got arrested in less than 6 months.
According to the governor of Mendoza, Celso Jaque: "We decided to install a video surveillance system because we believe that security has an important role in crime prevention and this type of advanced technology makes easier the police’s work. We have to understand that the security is an integration of different organizations and technologies.”
