L-1 Identity Solutions, a provider of identity solutions and services, was again selected by the TSA as the prime contractor to provide enrollment services to commercial drivers seeking an HME endorsement on their Commercial Drivers’ License (CDL). The total contract term is expected to be one year, including three one-year options, with total estimated revenue in excess of US$80 million over four years. L-1 first began delivering HazPrint program services to the trucking industry in January 2005.

L-1 operates and maintains a secure electronic fingerprint and biographical enrollment network in the 37 states and District of Columbia which have chosen to use the TSA Agent to collect and submit the data required for the Hazardous Materials endorsement. The USA PATRIOT Act prohibits states from issuing a license to transport hazardous materials in commerce unless a determination has been made that the driver does not pose a security risk. TSA implemented the HME Threat Assessment Program (HTAP) to meet the mandate of the USA PATRIOT Act, and requires all drivers seeking to obtain, renew or transfer an HME on a CDL to undergo a background assessment. The background check consists of a fingerprint-based criminal history records check, an immigration status check and an intelligence-based check for ties to terrorism.
