The Ensenada municipality, located in the Buenos Aires province in Argentina, spans 135 square kilometers and has about 52,000 inhabitants. The municipality that covers three cities (Ensenada, Punta Lara and Dique) wanted to install a surveillance system to prevent and combat criminal offenses and vandalism. As part of the civil protection program established between the municipality and the provincial Ministry of Security, cameras and equipment required for the deployment of an urban video surveillance system were purchased and installed by the ministry.

Argentine distributor and installer Conectia Wireless proposed the deployment of Axis Communications PTZ network domes after several meetings with municipal officials. The PoE domes installed in the city are outdoor models, with D/N visibility, IP66-rated housing and temperature controls that accommodate operation between -40 to 50 degrees Celsius. Additional functions include a 220-degree angle inclination, 35x optical zoom and 12x digital, progressive scan, WDR, H.264, M-JPEG and self-monitoring.

The domes were connected to a central node with Motorola equipment for image display on monitors using Milestone's VMS, completed with Cisco and IBM networking equipment. According to Susana Gonzalez, City Secretary of Security and Justice, the municipality installed wireless network cameras and fiber optics in areas where it was difficult to utilize wireless services. Currently, 58 Axis cameras are in place, and the city plans to install another 20 in 2013.
