Ⅰ. Requirements
Requirements of ATM surveillance system installation on line and spacing ATMs.
Ⅱ. Requirements on host functions
It uses the embedded ATM special surveillance host with 8 inches or larger LED and supports mouse operation and dual-stream technology. The system can be upgraded and is easy to extend. It uses metal chassis and single block supports 2000G DVR special hard disk. It mainly uses the sensor surveillance recording, supplemented by video motion detection recording to guarantee that the surveillance data can be stored for over 3 months.
Video surveillance recording: without the invasion of customer’s privacy, it will clearly record the whole transaction process including the cardholder’s facial features, banknote output process, environment of ATM front operation area and the whole note-issuing process.
It uses human activity detection method to record the normal or exceptional transaction process and thus to avoid the motion detection method which will cause numerous useless files.
Local management: to achieve classified search, playback, backup and management of the video recordings on the surveillance host and write the normal working situations and exceptional alarm data in the recording files.
Automatic networking: it can auto keep connecting with the central management server.
Video recording search and playback: it can search the video and audio recording information according to bank card number, time, date and front-end surveillance host. It must use the special device to capture the bank card number from the ATM card reader rather than the host or network.
Electric map: the E-map can be edited and revised to reflect the real alarm stationing of the surveillance site. When alarm is raised, it can auto switch to the E-map image. The alarm location will be indicated by blinking cursor and thus alarm location and alarm nature can be very clear. Customers can choose to check the actual situations of the surveillance site which means that they can see the image, monitor voice and control the front-end device.
Alarm function: it has video motion alarm, dynamic track triggering video recording, detector input alarm and lens-shielded alarm functions; it also has the vibration alarm function. When the ATM is under knocking or destruction, it can record and raise the alarm. Blacklist alarm function is also included which can raise the local and remote network alarm to the blacklist number.
Vibration surveillance recording and alarm functions: the destructive vibration and knocking can not only trigger surveillance host recording but also record the waveform data in the dimensional-directions and event occurrence time and date at the same time. In this respect, it can re-present the vibration waveform amplitude after the crimes.
Alarm linkage: when the alarm is raised, it can do the linkage recording according to the operation modes to control the lights, warning signals, voice prompts and video images in the net-spots of banks and remote surveillance center, and meanwhile, remind the staff on duty. Besides, it can upload the video and audio recording data to the host computer of the alarm network center to backup and archive.
Host state surveillance function (not software, hardware watchdog): stand-alone host state monitoring equipment is required to use to monitor the operation of the surveillance host. When the power of the surveillance host is broken or cut and is deeply crashed, it can raise the audio and visual alarm signal and send failure notice SMS.

Ⅲ. Technical indicators and installation of video camera and sensors
1. Single ATM installs 5-way color video surveillance probes:

(1) The first way uses a pinhole video camera with backlight compensation. It should be installed inside the front board of the ATM to record customer’s facial features, but it should keep away from the PIN pad area or cover the area;

(2) The second way uses a pinhole video camera with backlight compensation. It should be installed in the cabinet above the ATM to record banknote output and withdrawals;

(3)The third way uses a ceiling, day night, IR integration dome camera installed indoor. It is used to monitor and record the whole process including ATM cleaning, banknote issuing and banknote adding as well as scene maintenance;

(4) The forth and fifth ways use ceiling, day night, IR integration dome camera with backlight compensation. It is installed outside the hall of net-spots. It is used to monitor the environment around the ATM. The single way camera can cover a range of 90° while the two-way covers 180° panorama without any dead corner.


2. The video camera choose brand products which have mature technology and can represent the mainstream on the market as well as reach the following technical performance requirements:
IR dome video camera:
(1) Color deficiency reaches 480 TV Line or higher;
(2) Signal-noise ratio is no less than 50 dB (AGC closed);
(3) Day and night transforms and IR auxiliary light can achieve OLUX;
(4) 4MM-8MM or longer lens pinhole zoom camera;
(5) Wide dynamic and backlight compensation function; color definition reaches 480 TV Line or higher;
(6) Color lowest illumination ≤ 0.5 LUX; BW lowest illumination ≤ 0.05 LUX;
(7) Signal-noise ratio is no less than 50 dB (AGC closed);
(8) It uses DSP technology. High/low automatic gain control (AGC) is optional.
3. Micro-phonic pickup: each ATM is installed with 2 micro-phonic pickups. One is installed on the banknote adding feed and the other is right in front of the customer. It is used to monitor the sounds when the customer uses the ATM. Pickup signals will be input in the video camera to do the synchronized recording.
4. Vibration detector: it is installed on the ATM and connected with the alarm. When the ATM is under knocking, it will auto trigger recording and raise the alarm and then auto stop. As to the destructive vibration, it can record the vibration waveform data, time and date in three-dimensional directions. If it is under the situations that the surveillance host is broken or crashed, vibration sensor are also required to record the vibration waveform data independently. Its own storage space is no smaller than 2G.
5. Banknote issuing switch: it is installed on the banknote adding door. When opening the door, it can auto switch to the banknote output image and trigger the recording.
6. Voice intercom: it is installed on the front side of the ATM. When customers come across some difficulties, they can send remote call request to surveillance center by using this function.

Ⅳ. Technical indicators on system network alarm and voice intercom

1. It is required that the system should have dual-net (TCP/IP private network and PSTN telephone) alarm, dual-net (TCP/IP private network and PSTN telephone) real-time voice intercom functions. On the basis that the ATM surveillance host itself has TCP/IP private network alarm and voice intercom, peripheral auxiliary equipment is added to achieve telephone alarm and voice intercom function (considering that most net-spots of banks have no network conditions). ATM front-end telephone intercom equipment is required to have auto answer and auto hang-up functions.
2. It is required that telephone alarm can connect with bank’s centralized management center as well as 110 command center of public security departments.
3. To set up a dual-net (TCP/IP private network and PSTN telephone) centralized management platform. If it is under the TCP/IP private network conditions, dual-net alarm and voice intercom can be achieved and real-time image can also be transmitted via TCP/IP private network. If without the conditions, it can use telephone to achieve to raise the alarm, voice intercom and E-map management.

Ⅴ. Qualification requirements

1. The digital video recording equipment and pinhole video camera acquire the type inspection report issued by product quality supervision and testing center of guard and alarm system of the Ministry of Public Security.
2. Digital video recording equipment and pinhole video camera acquire the production registration ratification.
3. It is required that the certification be acquired after January 1st, 2008;
4. Certification validity inspection: validity of the type inspection report is 2 years while the validity of the production registration ratification is 4 years.
