fter years of exploration, Nanjing Yuantuo Technology Co., Ltd has developed independently embedded hardware platform and network multi-media centralized surveillance system based on H.264 image compression technology. It can provide the whole set of digital and networking integrated solutions for office building, business outlets, Self Service Banking, ATM terminals and vaults. This article will set the network surveillance system project of a branch of Agriculture Bank of China for example to discuss the application of embedded DVR surveillance in the financial industry and the design ideas of the solution.

Due to rapid growth of business, higher security requirements are put forward.
  
The branch of Agriculture Bank of China has developed for years and its business has always being expanding. Sub-branches, unattended Self Service Banking and ATM systems have reduced staffs’ workload and improved work efficiency. However, with the deepening of the reform of Agriculture Bank of China, functional departments put forward higher requirements on internal management of all work. Meanwhile, more strict requirements have been set for bank security system such as how to protect outlets, sub-branches and self service banking as well as safe operation of spacing ATM system.
  
This Agriculture Bank of China has total 46 outlets, 18 spacing ATM systems and 4 sub-branches as well as a vault in the city. The quantity of video and audio in the outlets that need surveillance is about 600. Meanwhile, if setting a surveillance command center in the office building of the branch, it is required that it should achieve audio and video signal management of all outlets. Achieve linkage alerts, management and process of alarm signal and sub-branches require dual backup of important video and audio data. Based on these requirements, it is suggested in the solution that the branches as the central network, sub-branches as the second-grade network nodes and outlets, bank agencies and self service banking as the third-grade network nodes to set up a safe, efficient and advanced remote network management system.

How to achieve the network surveillance requirements of the financial industry?
  
Based on the specific surveillance requirements of a branch of Agriculture Bank of China and combined with the situations of original surveillance devices in outlets, Nanjing Yuantuo Technology Co., Ltd provides design ideas of network surveillance solution. This solution sets sub-branches in districts and countries as the second-grade center which achieves centralized surveillance management of outlets, self service banking, ATM digital image surveillance system and alarm system. To make the technology management departments of municipal branches as leads and set up network surveillance center of three grades to achieve digital video surveillance system management of sub-branches and branch-owned outlets, self service banking and local vaults. All users permission assignment and jurisdiction range are managed by branches and thus achieve the purpose of centralized surveillance and management.

1. Attention to playback image quality of surveillance in outlets
Transaction process surveillance of bank outlets is of great importance and it has higher requirements on definition of playback image quality. In this solution HRC-168 series HD embedded DVR of Yuantuo Tech are used to achieve the surveillance to transaction process in bank outlets. It can achieve high image quality and voice function and clearly monitor deposits and withdrawals of the tellers, communications with customers, banknote counting actions and banknote denominations as well as customers’ facial features. Meanwhile, it will use video recording management function to store the audio and video files under different conditions. If there is anything wrong, by means of its powerful search function, it will replay the video and then analyze and process. Therefore, disputes between bank counter and customer can be avoided.

  
2. Self service banking requires that if any problems occur, relevant reference can be provided for ex-post investigation.
  
As self service banking uses self service equipment to do 24-hour video surveillance, it is required that when depositors use terminal equipment such as CDM or ATM to withdraw money, the banknote output feed does not output money or the cardholder does not withdraw, it can provide complete and clear video record as the proof. 3. On-site security problems of spacing ATM
  
Comparing with financial network, spacing ATMs are scattered with confined space and the on-site situations are more complicated. Therefore, in the solution it is designed to use TIANDY ATM surveillance professional embedded host. This host is light and small with a 10.4 inches LCD display and it can directly be installed inside the ATM. The host has alarm function which can have a linkage with vibration detector or glass breaking alarm. when criminals do some malicious destruction, knocking, scribing or whole machine digging, the system can find in time and auto raise the alarm and record some clues such as criminal’s voice and appearance to provide basis for Public Security organs to solve the cases.

  
4. Jurisdiction of surveillance center of sub-branches
  
Surveillance center of sub-branch is in charge of audio and video surveillance and alarm processing of the outlets, self service bankings and spacing ATM within its jurisdiction and achieves the centralized management of all audio and video signals. In the solution, TIANDY embedded digital video central management system is selected to achieve the above functions. This host can not only remote management of audio and video signal of outlets but also can integrate other security surveillance system inside banks. Except for the integration of original constructed 110 alarm system, it especially pays attention to the construction and integration of all kinds of access control systems including double door interactive interlocked access management system, access management control among spacing ATM equipment and access management control among equipment in self service bankings. Through sub-branches, it can achieve remote control of access control system of self service banking outlets and access control management after the alarm is raised as well as remote audio and video intercom function.

  
5. Centralized permission management of branch management center
  
Branch surveillance center’s responsibilities are to have unified control of four sub-branches and security surveillance of bank outlets, self service bankings, vaults and office area within branch’s jurisdiction. Local surveillance uses HRC-168-A embedded host of Yuantuo Tech to achieve audio and video surveillance of bank outlets, self service bankings, vaults and office areas. Branch surveillance management center is equipped with user privilege verification server, stream media forward server and distributed storage server and three sub-systems of server. Among these, user privilege verification server is based on Web 2.0 standard design which can achieve the unified identity verification of all users and management of permission control. Meanwhile, it can achieve functions such as equipment centralized configuration, maintenance management, alarm processing rule management, E-map centralized configuration management, equipment inspection and log management. Thus it can ease the workload of branch management staff and improve efficiency. Stream media forward server mainly deals with stream media forward management of multi-client reusing the same on-site image and on-site bandwidth limitation management. Bandwidth limitation methods include user priority and event priority. On one hand, it uses current network bandwidth to achieve multiplex audio and video. On the other hand, it can reduce bank’s network connection investments. Distributed storage server is mainly used to perform image centralized storage, backup, search and playback management with high reliability according to the plans set by management center’s software under centralized storage environment. It can realize dual backup of inside audio and video signals of important outlets such as vaults, certificate room, safe keeping box, inside machine room, duty room, equipment operation room and finance office.
  
6. How to solve current network problems?
  
How to achieve that monitoring images between branch surveillance center and outlets is clear and coherent without influencing normal data business. It is the key point of this solution. In this solution, relevant solutions are designed based on different network environments.
  

a. Transmitting via current bank business data line. If the bandwidth is too low, you can use dual-stream compression to do the transmission. Therefore, the quality of front video can be guaranteed and so as to the remote video.
  
b. Transmitting via ADSL line. Since cost of ADSL is much lower than renting special lines. Therefore, inter-network between ADSL and center can be achieved in the outlets that can’t achieve special line transmission.

  
c. As to the outlets which have low bandwidth and need multiplex video can use stream media forward server to achieve the functions. On one hand, it can improve response access efficiency. On the other hand, it uses less time to achieve higher bandwidth utilization to solve the problem of low bandwidth.

  
Conclusion
After reforming according to the above solutions, branch of Agriculture Bank of China has constructed the network surveillance system and put it into use. At present, it has been working for more than one year without any failure. Construction of this financial network system has helped to improve the city’s economic construction and it also lays a solid foundation for accessing “3111 safe city surveillance platform” to do the networking.
