CEM Security Management System Deployed at Shanghai Chemical Plant

The chemical company employs more than 100,000 people and manufactures chemicals and plastics for the construction industry and agriculture as well as undertaking exploration in Europe for oil and gas.

To manage and control access control and security at the Shanghai site, the client required a fully integrated security solution that would restrict access at all times as well as enhance operations and increase the efficiency of the site.

“The security system has been installed at sites where security matters, particularly security conscious chemical plants”, said Andrew Fulton.

CEM provides module used in emergency situations where card holders must congregate in a dedicated ‘safe' location. The application can be used both in the evacuation of card holders to a location away from the site (or zone) or when necessary it can be used to enable card holder's to move to a particular safe location within the premises.

Administrators at the plant will also utilize the visual imaging pass production system (VIPPS) to design and print their own ID badges for staff, contractors and visitors. In addition, CEM alarm event display (AED) application will also provide a central alarm monitoring representation of the entire system. AED responds to all situations in real time and provides a dynamic on-screen view of alarms, readers and associated live video footage. This means that if a door was forced and an alarm triggered, security guards are able to respond to alarms immediately and accurately.

“Security at the Shanghai site is of critical importance. We opted for the system as it is a proven product that we have installed at many security conscious sites in China,” said Raymond Wan, Director of Commercial Solution, Tyco China Security. “We will install CEM controllers at security points throughout the plant, which will control entry/exit access and integrate the system with digital video system to provide one central monitoring platform” Wan said.

CEM controllers give full off-line validation and decision making at the door, even if communication with the server is not available. This will help ensure 24/7 operation of security doors at the plant, even in the unforeseen event of communication problems.
